how can a city say no reselling? every store out there is a reseller they don’t manufacture the goods.

If you have joined a company like mine or a candle company, you receive what’s called a Peddlar’s license automatically with your enrollment. You don’t have to register your business.
I’m curious what city you are in, if you are marketing a product, then you are not reselling. There are thousands of people running home based businesses without all the complications.
